Abstract
Heritage reconstruction projects in Madhyapur Thimi Municipality represent a significant
endeavor aimed at preserving cultural heritage. However, these projects often face challenges
related to time overrun, impacting their overall success and sustainability. This research is
about the factors and impacts of time overruum in heritage reconstruction projects within
Madhyapur Thimi Municipality, focusing on both historical and contemporary perspectives.
And this research is also about proposing possible preventive measures to mitigate and
manage the primary factors contributing to time overruns in heritage reconstruction projects.
A structured questionnaire survey is conducted with professionals from the client, consultant,
and contractors. Based on the responses, the primary factors and impacts of time overrun
were ranked by relative importance index (RII). KII was conducted for possible preventive
measures to mitigate and manage the primary factors contributing to time overruns in
heritage reconstruction projects.
Lack of timely disbursements of budget, shortage of skilled manpower for traditional art
work, delay in approving major changes in scope of work by consultant, complexity of
project design and shortage of construction materials in market are the reasons behind time
overrun in heritage reconstruction projects.
The impacts of the time overrun lead to increase in overall project cost, loss of interest and
support from the community, dispute and claims between stakeholders, poor quality of works
and project abandonment and a drop in construction activities.
The time overruns could be mitigated by introducing various measures like Quality based
selection (QBC), timely disbursements of budget, comprehensive initial planning and design,
clear payment terms and conditions, investment in training programs, hiring consultants and
contractors having experience in heritage projects.
This study recommends having contractors and consultants on the basis of their experience,
financial stability and their professional history, timely disbursements of budget, maintain
the cash flow for the timely payment to the contractor, freeze the plan in the beginning stage,
and timely and proper coordination among the parties.
