Challenges and Opportunities of Foreign Direst Investment and its Impact on the Hydropower Sector in Nepal

Abstract
The economically feasible hydroelectricity generation potential of Nepal has been
estimated at around 43,000 MW out of which only 2018 MW has been installed as of
August 2022. One of the major reasons for such severe underutilization of hydropower
potential is lack of funding. Approximately, NRs. 10.6 trillion is needed for full
exploitation of potential. Hence, the need for foreign direct investment is evident as such a
high amount cannot be gathered domestically. This thesis aimed to assess the
opportunities, challenges, positive and negative impacts of introduction of FDI in
hydropower development. The questionnaire survey was carried out to collect data for this
study. The survey was conducted with relevant officials from Government and selected
hydropower projects with foreign investment. Secondary data were collected from several
reports and journals from government portals.
The relative importance index (RII) method was used to calculate the rank of challenges,
opportunities and impacts factors and Spearman test done to correlate the two parties.
According to Spearman test both parties having a strong correlation regarding
opportunities, challenges and positive impacts and a very strong correlation regarding
negative impact.
For the respondents, the increasing government priority for hydropower development and
availability of raw materials and resources were the major opportunities, followed by
increasing domestic demand and export of hydroelectricity. They listed problematic land
acquisition, local hindrances and inconsistencies in government policies as major setbacks.
The interviewees were hopeful that the FDI will bring higher employment opportunities
and skill transfer. It is also to be noted that they expressed concerns such as interference in
government policies for the benefit of foreign investors and loosening of law causing
policy disruption as some impacts that introduction of FDI might have adversely on Nepal.
Proper facilitation of developers regarding land acquisition and EIA issues should be done,
non-redundant and consistent polices should be drafted and Nepal should also aim at
exporting more hydroelectricity.
