Abstract
Most of the water supply systems are managed by the water supply users
committee. Overall functional water supply has been a burning issue in the Water,
Sanitation, and Hygiene sector with an increasing focus on the service provider's
performance. Shubhakalika Rural Municipality different water supply system lies
in a rural area within the Kalikot District and it is operated by Water Supply Users
Committee. The overall objective of the research was to assess the current physical
status as well as the critical performance indicators of the selected parameter of the
water utility and the level of performance among beneficiaries.
Questionnaire Survey and field observations were conducted to collect primary data
while water service provider's reports, Municipal data, books, and old thesis were
studied for the secondary data. The functionality of the system was analyzed
through globally established indicators and physical structure index score. The
water safety plan implementation status was analyzed regarding Water Safety Plan
steps. Key Performance indicators were calculated and the effect of the outcome of
the selected indicators for several years was analyzed and the service level realized
by the beneficiary was determined from the collected data.
The result shows that the physical structure index score was 90% and the well-
functioning organization structure and statute. The water supply infrastructures
were found in a good functional state and the technical aspect is good with no
dispute on the source. The ten steps of the Water Safety Plan guidelines are being
practiced to a considerable extent with a higher degree of satisfaction in the areas.
The water supply system achieved a good functional score with a strong user
committee. The performance indicators linked directly with consumer satisfaction
like water supply coverage (86.6%), per capita consumption (93.6lpcd), and
production population (0.094m3/day). The average service level score realized by
the consumer shows mixed performance in different areas of consumer satisfaction.

Metering of the tap is recommended, provision of insurance funds for the worker
and employer, timely quality of water monitoring, collect the maintenance fund,
local government timely supervision, and monitoring of the concerned project.
Thus the study concluded that the assessment of the technical performance of the
water supply system and challenges of water supply projects implemented through
the user's committee at Shubhakalika Rural Municipality the consumer satisfaction
is found good it has provided a timely water supply to its consumers' household till
this study year 2022. Also, the physical structure index (PSI) shows that the system
is good for water supply projects within the 15 years design period. The tap stand's
proper water accounting water meter should be joined for a better recording system.
