Abstract
Since federalism have begun in Nepal, government building projects in Bagamati Province have
continued to face problems, including delays, cost changes, and quality issues. However, there is
limited real-world evidence on how different project factors affect overall project performance. This
study therefore examined the impact of key project factors on the performance of government building
projects in Bagamati Province. It aimed to identify the factors that most strongly affect project
outcomes and provide suggestions to improve project delivery.
The study had three main objectives: to assess the key dimensions of project performance, to identify
the project determinants that significantly influence overall performance, and to develop
recommendations for improving the delivery of government building projects. A quantitative research
approach was used, drawing on data collected from stakeholders involved in government building
projects. Composite Index Values (CIV) were used to evaluate the six dimensions of project
performance: time, cost, quality, scope, safety, and stakeholder satisfaction. The correlations between
the performance variables were then examined using MANOVA, and the impact of project elements
on overall performance was evaluated and important determinants were identified using Multiple
Linear Regression. The MANOVA findings showed that Quality Performance and Cost Performance
were the strongest contributors to overall project performance, followed by Stakeholder Satisfaction,
Scope, Time, and Safety Performance. Bidding Adequacy (B=0.219, p=0.001), Managerial Quality
(B=0.143, p=0.017), Utility Relocation/Mobilization (B=0.116, p =0.013) and Time Overrun Risk
Factors (B=0.097, p = 0.048) were identified as significant determinants of project performance by
Multi-linear Regression Analysis. On the other hand, Land Acquisition Problems, Financial Cash
Flow, Resource Adequacy, and Technology Adoption showed comparatively lower predictive
significance in the context of government building projects in Bagamati Province.
The study concludes that improving the performance of government building projects requires greater
focus on practical procurement, efficient project management and appropriate pre-construction
planning. Public entities and regulatory bodies should enhance bidder evaluation process, ensure quick
site and utility clearance, and improve project monitoring. Contractors and consultants should also
strengthen site management, resource planning, supervision, and the accuracy of initial project
estimates. These measures can contribute for timely, cost-effective, and better-quality delivery of
government building projects in Bagamati Province.
