Challenges of Implementing BIM-Based Automatic Building Permit System: A Case Study of Lalitpur Metropolitan City

Abstract

As society embraces digital transformation, automating building permit processes through Building Information Modeling (BIM) presents a promising solution to streamline approvals. In Lalitpur Metropolitan City, rapid urbanization has increased the demand for building licenses, placing significant pressure on the existing electronic permit system. This study aims to assess the current status of the permit system, identify challenges in implementing BIM, and provide recommendations for upgrading to an automated, model- based permit system to improve the efficiency and transparency of urban development in Lalitpur. The research employs a mixed-method approach, beginning with surveys of municipal officers, engineers, and designers to evaluate the present state of the permit system. Descriptive analysis is used to interpret these findings. To uncover specific challenges in BIM integration, the study incorporates a questionnaire survey and Relative Importance Index (RII) analysis, drawing from primary data sources. Expert interviews and thematic analysis further contribute to developing practical solutions for overcoming these barriers. Lalitpur Metropolitan City (LMC) is advancing from Level 0 to Level 1 in automating its building permit process. Still, it faces significant hurdles, including inadequate training, a shortage of BIM professionals, and resistance to change. High initial costs and complex BIM models further complicate the transition. To address these challenges, the study recommends raising awareness among proponents and in-house staff, implementing comprehensive training programs, gradually introducing BIM with government support, and establishing legal frameworks and standardized tools. These measures and efforts to attract skilled professionals and explore funding options are crucial for successfully adopting a BIM-based building permit system.
