Abstract
Variation orders consist of the additions, omissions, alterations and substitution in
terms of quality, quantity and schedule of works. Nepal Police is responsible for the
important and very sensitive work of peace security, crime control and maintaining
peace. Nepal Police, which has such a sensitive responsibility, continues to provide its
services through weak and dilapidated physical infrastructure, is facing variation as one
of the serious issues. Variation orders impacted the project performance, procurement
delay, quality degradation, disputes among professionals, decline in firm reputations,
increase in overhead expenses etc. in projects of Nepal Police. But there have been few
researches carried out about cause and impact of variation order in road, school
building and hydropower projects of Nepal.
However, no research work has been carried out about variations orders in the building
projects under Bagamati Province Police Office, Hetauda. So, this research aims to
highlight "Assessment of Variation Order on Selected Building Construction Projects
Implemented by Nepal Police at Bagamati Province of Nepal" as well as to suggest
preventive measures to reduce the variation orders in similar building construction
projects. For this purpose, 9 building construction projects were considered.
Questionnaires for Causes, and Impacts of Variation Order in Selected Building
Projects Implemented by Nepal Police at Bagamati Province of Nepal were provided to
potential respondents 60 i.e., client and contractor through KOBOTOOL Box forms
and emails. Among 60 questionnaires, 95% i.e., 57questionnaires respond were
received. Data were analyzed using MS Excel and RII. KII conducted to identify
preventive measures to reduce variation order in building construction projects in
future. For Assessment of Variation Order on Selected Building Construction Projects
Implemented by Nepal Police at Bagamati Province of Nepal, RII was used. The major
client related causes of variation orders are changes in design during the construction
period (RII=0.628), lack of timely disbursement of budget (financial resources)
(RII=0.625) and poor quantity estimation of the project (RII=0.618). The major
contractor related causes are lack of timely disbursement of budget (financial
resources) (RII=0.704), poor quantity estimation of the project (RII=0.643) and
changes in design during the construction period (RII=0.626). Result have shown that
impacts of variation order were delay in payment (RII=0.757), time over run

(RII=0.704) and increase in project cost (RII=0.670). Carry out detail site
investigations and sub- surface investigation during the planning phase (RII=0.895),
preparation realistic bill of quantities (BOQ) and procurement documents on the
planning phase (RII=0.891) and in depth review of designs drawings and plans before
tendering stage (RII=0.874) were identified preventive measures to reduce the variation
orders in similar building construction projects in future obtained from KII. Thus,
variation order is common in construction projects of Bagamati Province Police Office
Hetauda, Makawanpur. Variation order caused project delay ranging from 3.0 months
to 12 months and cost rise from 2.12% to 14.72% in Selected Building Construction
Projects of Bagamati Province Police Office Hetauda, Makawanpur.
