Abstract
The concept of working through Users Committees (UCs) is gaining popularity but very
few studies about Status and Challenges Faced by Users Committee of Municipality
during Implementation of Different Infrastructure Projects in Nepal are carried out. Thus
there is a need of comprehensive study of construction projects implementedthrough UCs.
The overall objective of the research was to assess Status and Challenges Faced by Users
Committee of Rainas Municipality during Implementation of Different Infrastructure
Projects in Lamjung Nepal. The research attempted to assess the status of completed
projects, identify problems and remedial measure to reduce problem. To meet these
objectives, primary data were collected in Rainas Municipality. Questionnaire survey and
KII were done to collect primary data. Data were analyzed using MS Excel and results
were analyzed and discussed.
The most prominent status was transparency; work distribution and operation,
maintenance plan were found very poor within UCs of completed projects. Lack of
arrangement of maintenance fund was the most intense problem. Other problem areas
identified were lack of insurance provision for workers,, discussion with beneficiaries
about problem and solution to the work, and improper work distribution.
The other prospects were remedial measures to reduce problem, regular site visit by
concerned technicians, encourage community contributions, develop a transparent
financial management system, information regarding formation of UCs before its
formation, discussion in public audit about project progress work, project expenses,
payments, problem and solution of the project, environment friendly construction,
satisfaction of local people in terms of time, cost and quality and beneficiaries'
contribution in the projects.
The study suggests in provision of maintenance fund, certain percentage has to allocate or
make compulsory to deposit in municipality, this will make UCs more responsible while
construction. Arrangement of first aid at site should make compulsory on field. Insurance
provision for workers etc
