Assessment of Delay on Military Building Construction Projects in Gandaki Province

Abstract

Many studies have been carried out on delay in general. Moreover, military buildings are assets of country but no any specific study had been carried out on delay in this area so researcher have made military buildings as study area. Besides, very few or none of the study have been carry out where there is no problem in timely payments (as major cause to other nature of project) but facing delay problem in military building in Nepal, which create void what can be cause of delay in this nature of project. The main objective of this study is to determine major cause of delay, its effect and possible remedial measure to overcome major cause for controlling delay in military building construction project. In this study, a total of eighteen military building construction projects were selected for finding delay in the construction projects in Gandaki Province: causes, effects, and remedial measures. The questionnaire survey, Key Informant Interview (KII) and project documents were used to collect data for this study. The preliminary questionnaire was developed based on the literature review, discussion with the engineers, project managers to investigate the content validity with the research objectives. Based on the feedback from stakeholders (employers, contractors, and consultants) in Gandaki Province, academics, and research scholars, the preliminary questionnaire was customized to arrive at the final questionnaire to collect data. The final questionnaire was used to collect data via both online and hard copy questionnaires from the clients, consultants, and contractors' technical staff involved in the military building construction projects. The relative importance index (RII) method was used to calculate the rank of delay factors. According to the ranking of RII, the factors from most important to least important are Out of 59 respondents in study area 56 respondent made completely filled response of questionnaire, i.e. 95% completely filled respondent. RII and spearmen’s correlation has been carried out for data analysis and KII has been carried out for thematic analysis. The major causes of delay on military building construction projects in Gandaki Province were “Financial problems of contactors”, “A weather conditions/Natural calamities/pandemics”, “Absence of labor at government holidays like Dashain, Tihar, Chhat Parb and other”, “Delay in payment to supplier and labors” and “Lack of expert construction team”. Similarly, the top five effects of delay on military building construction projects were "Increases stress to overall team", "Time overruns", “Loss of reputation of vii parties involved", "Decrease in the overall efficiency" and "Less utilization of project benefits". This study also recommends possible remedial measures for minimizing the delays on the military building construction projects as "Client should stick upon their orders.", "Making advance payment to vendors/contractors.", "While planning consideration of labors social & cultural factors should be done.", "Weekly review meetings by owner to track project progress and payment of finished work" and "Contractor should sort out difficulties faced by labors during work and motivate them by providing incentives for good work"
