A Study of Safety Practices of the Selected School Building Construction Projects in Dhading District, Nepal

Abstract

The research in Dhading district, under the Government of India-funded initiative for constructing 70 schools, aimed to assess worker safety and construction hazards. Limited research on safety practices in non-school building construction, especially the minimal focus on safety in school building construction. Scholarly discussions often prioritize urban issues, neglecting rural or less urbanized areas. Specific objectives include determining safety practices and worker perception, identifying challenges faced by employers in implementing safety measures, and suggesting remedial measures to address these challenges. The relative importance index (RII), bloom cut off , t -test , KII , 85 % respondent with 114 completed filled respondent derived from responses of workers, site supervisors, and management, highlights the top five safety priorities: providing safety information, encouraging safe behavior, addressing the issue of ignoring safety rules, ensuring safe working conditions, and keeping workers informed of safety rules. Ensuring safe working conditions and keeping workers consistently informed about safety rules are integral aspects of effective safety management. Key challenges in implementing proper site safety include the low education level of the workforce, the working environment, improper handling of tools and equipment, management attitudes towards safety matters, and a lack of adequate regulations. Despite these challenges, the study suggests potential measures to enhance safety implementation. These include providing and maintaining proper operating environments, offering training programs for workers in the proper handling of tools and equipment, formulating comprehensive safety policies, and fostering a shift in management attitudes. Safety practices involve supervisors promoting safety awareness and management ensuring a safe environment in public school construction in Dhading. Challenges include workforce education, operating conditions, tool handling, management attitude, and inadequate regulations. Improvement measures include a comprehensive safety strategy, proper attire, worker-friendly technologies, cleanliness, limited working hours, task rotation, Toolbox Talks, guarding, clear communication, periodic safety checks, risk assessments, and enforcement of safety equipment use.
