Abstract
The construction industry is one of the major sectors that provide significant ingredients
for the growth of an economy and social development. The projects usually have a fixed
time duration, budget, various uncertainties and complex relationships among the
participants. These days construction project, especially building projects, has become
increasingly intricate and troubling.
The objective of this study is to assess the constraint factors, impact on building
construction and suggest remedial measures. This study was conducted based on a
questionnaire survey. The data were collected for analysis through a thorough review of
the questionnaires. The key constraints are defined using the Relative Important Index
(RII). Likert scale of 1 to 5 is the ranking based on its impact on the project. The higher
the RII value, the more important it is that the factor impacts the progress of the project.
87 Questionnaires were chosen to complete the questionnaires, with 25 respondents from
nine selected building projects. The data had been analyzed by application of the relative
index analysis system. The result of constraint factors in building construction projects
showed public concern and interference, quality control and restriction, planning and
construction regulations requirement, change plan and design and labor management
related causes are major factors that effect on time, cost and profit of the projects. It has
been revealed that the result of remedial measures showed proper project planning,
scheduling, monitoring and control, selection of contractors should not only be based on
the lowest bid, but also on experience, financial capability and expertise and on time
decision making are foremost factors.
This study revealed social related constraint factor is one of the most important factors
among the other groups in building construction projects on TU premises. The constraint
factors effect on project time, estimated cost and anticipated profit of the project. To
overcome the effect of constraint factors construction projects should be planned,
scheduled, monitored and controlled properly and in a timely. Based on the conclusions, it
is highly recommended that the proper project planning, scheduling, monitoring and
control, coordination with public and local leaders from the initial phase of the project,
improvement of contractor selection criteria and practice of providing timely decisions

during the construction period are foremost factors that assist to reduce the effects of
constraints.
