Abstract
The aim of this thesis to assess the status and challenges associated with implementing
Basic Hospital Projects in Nepal, focusing on the approval process, understanding of
standards, and challenges faced by local levels. Through a comprehensive review of
literature, questionnaire surveys, and data analysis, key conclusions are drawn.
In Nepal, the Ministry of Health and Population (MoHP) has begun the process of
establishing and constructing basic hospitals throughout 655 local levels for the fiscal years
2077/78 (2020/21) and 2077/79 (2021/22). This endeavor is being backed by the Nepal
Health Sector Support Programme (NHSSP), which is providing technical help. As of the
end of Poush 2080 B.S, progress reports suggest that 258 local levels have received
approval for construction, 189 have not yet submitted their plans, and 185 are changing
their designs after getting input from MoHP. Though 258 local levels have already
received approval for building. Particularly in Province 1 and Madesh Province, the
approval procedure has been slowed down because of difficulties in adhering to standards
and complying with design requirements. The percentage of projects that have been
finished is lower than expected, despite the progress that has been made.
To address the existing challenges the study identifies the need for clearer guidelines,
enhanced training for local engineers and elected representatives, and improved
collaboration between stakeholders. Recommendations include streamlining feedback
mechanisms, establishing internal review processes, and fostering closer collaboration with
MoHP. Additionally, suggestions for further research include evaluating long-term project
impacts, exploring stakeholder engagement strategies, and promoting sustainable
healthcare infrastructure.
The findings and recommendations presented here are intended to make the
implementation of basic hospital projects in Nepal more streamlined, as well as to enhance
the accessibility and quality of healthcare in the country.
